This position is located in the Environment and Natural Resources Division, Office of Administrative Services which is responsible for the development, implementation, administration, and operation of a modern records management program that complies with requirements for the Department of Justice, the National Archives and Records Administration, and the Federal Records Act . The incumbent will be responsible for strategic planning and development of policies for paper and electronic records.

Duties and responsibilities include the following:
Maintains and monitors an integrated records and reporting system that affects policies and programs throughout the Division.
Participates in the formulation, promulgation, and maintenance of Departmental policies, objectives and strategic plans relating to records management.
Identifies procedures and methodologies that improve the effectiveness and efficiency in the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, declassification, and final disposition) of records and documentation.
Assists Division records staff in proper management of records, including developing new and revising existing records schedules; retiring noncurrent records to Division's records warehouse or the Federal Records Center; transferring permanent records to the National Archives and ensuring appropriate disposal of temporary records.
Serves as Contracting Officers Technical Representative for the Division's Administrative Services Contract overseeing and monitoring contractors working in records management related areas.
Prepares short- and long-range planning guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented programs.
Prepares reports and/or written analyses of Division and DOJ policies and positions on difficult or complex matters.
Works, in coordination with the Offices of Information Technology (OIT) and Information Management (OIM), to improve electronic records management program areas, such as centralized electronic records function, standardized handling/retention procedures, conversion from paper to film/electronic data1and document searches.
Requirements

- You must complete or have completed a one-year probationary period.

Qualifications
To qualify for GS-13: You must have one year of specialized experience at, or equivalent to, the GS-12 Federal grade level or above maintaining a modern records management program for paper and electronic records and identifying procedures and methodologies that improve the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, declassification, and final disposition) of records and documentation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
