Duties

Serves as a systems analyst and technical expert responsible for providing comprehensive technical support and guidance to the assigned program in matters relating to information management issues that (cont.) involve a wide range of Information Technology (IT) management. Serve as an expert in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations. Provides occupational, technical, and analytical advice to the staff and maintains extensive knowledge of the information systems and requirements necessary to support the agency worldwide. Evaluates, tests, and debugs critical portions of the systems software (e.g. major revisions to one-of-a-kind or general purpose compliers needed for computer languages). Develops and uses evaluation techniques to monitor performance of the system software. Performs continuing analysis to define opportunities for new or improved business process solutions; consults with customers to identify and specify requirements. Develops overall functional and systems requirements and specifications; conducts business process reengineering; conducts feasibility studies and trade-off analyses; prepares business cases for the application of IT solutions. Serves as primary authoritative source of state-of-the-art software and programming techniques relevant to one or more areas of information management software specialization.

Qualifications

To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time- in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing highly technical advice and assistance to information users such as programmers, system analysts, monitors, operators, vendors, functional specialists, and managers in the resolution of unique or unprecedented software problems and the selection of alternatives among competing alternatives. Making recommendations pertaining to new hardware and software involving information processing operational developments that will enhance the information processing and information management posture of multiple agencies/organizations. Overseeing systems testing, coordinates formal documentation preparation, and represents the organization in matters pertaining to assigned projects. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
