Responsible for conducting financial studies and evaluations, making financial forecasts, planning and recommendations, and resolving issues and problems critical to International Services. They also formulate and develop materials for International Services out-year budgets, including preparing budget guidance and materials, financial performance measures for the field, responses to Agency, Departmental, Office of Management and Budget, and Congressional inquiries.
Duties
The duties may include, but are not limited to:
Collects and analyzes budget information to meet requirements of annual budget process and ensure that International Services is operating within budget authority.
Assists agency management with ensuring a direct association between agency mission and vision with budgeting and planning.
Provides leadership in the development and formulation of budget requests for the coming fiscal year for International Services regions and headquarters.
Prepares thorough, accurate, well-written documents related to appropriations hearings, including briefing papers, responses to questions for the record, and other related items.
Monitors International Services spending and compliance with agency requirements.
Explains changes in anticipated spending and makes recommendations to ensure compliance with appropriate APHIS, USDA, OMB, and/or Congressional direction.
Prepares thorough, accurate, and well-written memoranda and reports emergency funding requests for International Services and ad-hoc projects.
Manages all aspects of International Services financial projection and planning process.
Plans, designs, directs or conducts financial studies and analyses, prepares reports, and makes recommendations on the effectiveness of program operations based on financial analysis.
Requirements

- The work is usually performed in a typical office setting.
- During field reviews and visits, occasional risks and discomforts may be experienced in working around various industrial and agricultural equipment, and outside in adverse weather conditions.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Has edited, reviewed, and validated narratives and other financial management documents, and has verified data is accurately documented in a wide variety of unrelated forms, schedules, and reports.
Has identified and analyzed trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives.
Demonstrates knowledge of accounting systems, posting process, and technical systems configurations. To include a high level of proficiency with Microsoft Excel and FMMI. Experience with ACMS is a plus.
Ability to syntheses budget information to all levels of the organization while maintaining positive working relationships.
Demonstrated experience in negotiating and resolving controversial financial issues of high level of significance and has generally gained acceptance of their recommendations to management.
Note: There is no education substitution for this grade level.
