About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade.
Duties
Serve as a Management Analyst responsible for conducting, reviewing and performing analysis in support of the Regional Network Enterprise Center Central – Redstone (RNECC-R) mission.
Assess manpower requirements relative to basic manpower development.
Collect, compile, develop data into suitable reporting format and furnishes reports.
Review and coordinate on-post and off-post training requirements of employees to assure consideration of scheduling, cost, and priority.
Determine training requirements through annual training survey coordination with Personnel and Training Directorate and management.
Serve as the authority on travel matters furnishing advice and providing information to travelers, budget officials, and management on regulations and procedures.
Serve as credit card holder for RNEC-R.
Study utilization and need for new and relatively uncomplicated office equipment and supplies.
Provide guidance to organizational elements regarding required input, edits historical input received, provides regulatory guidance as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Employee must obtain and maintain a SECRET clearance.
- Temporary duty travel for up to 25 percent of the time is required.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting with evaluating the effectiveness of management controls, work processes/procedures and practices; gathering data in areas such as manpower development, and/or personnel management to evaluate studies of organization functions; process and prepare reports utilizing multiple automated databases.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Economics, Accounting, Finance, etc. (NOTE: You must attach a copy of your transcripts for verification).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
