You will serve as an Air Systems Group (ASG) Technical Manual/Interactive Electronic Technical Manual (TM/IETM) Logistics Element Manager (LEM), is located in the Logistics Department of Naval Air Warfare Center Aircraft Division (NAWCAD ASG), Technical Data Division.
The duty location is Patuxent River, MD.
Duties
You will provide Technical Manual/Interactive Electronic Technical Manual (TM/IETM) authoritative input, direction and advice for all program TM/IETM issues.
You will develop Technical Manual Contract Requirements (TMCR) documentation for new acquisition and sustainment TM activities.
You will work with program cost analysts to determine acquisition and life cycle costs for TM/IETM programs and prepare and submit annual publication plans to NATEC.
You will review Engineering Change Proposals (ECP) and Technical Directives (TD), as well as feedback received via Technical Publication Deficiency Reports and logistics analysis and assess the impact of the changes under review to TM/IETM’s
You will study failure and support problems of assigned TM/IETM systems and determine causes of problems, and develop remedial action for problem or provide direction to resolve logistics deficiencies and track the status of corrective actions.
You will review and approve TM/IETM program budget submissions.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Mastery of advanced theory, concepts, principles and practices of all aspects of the broad field of logistics management that enables the incumbent to serve as an expert in the full range of weapon system integrated logistics support and to take concluding action within any area of supportability for the assigned weapon system.
2) Providing Technical Manual/Interactive Electronic Tech Manual authoritative input, direction and advice for all program Technical Manual/Interactive Electronic Tech Manual issues.
3) Reviewing and providing input for technical and mission documentation such as: Initial Capabilities Document (ICD); Capability Development Document (CCD); Interim Support Maintenance Concept (ISMC); system performance specification; Statement of Work (SoW) and Acquisition Strategy Plans.
4) Writing Technical Manual Contract Requirements (TMCR) to multiple specs across Programs.
5) Understanding of data protection requirements for classified and controlled unclassified Technical Manual/Interactive Electronic Tech Manuals.
