Duties
Responsible for providing support and services to the Program Executive Office (PEO) Office of the Chief Engineer, Portfolio and Program Managers, Information Operations (J6) Enterprise Service Areas (ESAs), DLA stakeholders,
(contd) corporate information technology (IT) related acquisition program and technical management,enterprise, solution, technical architecture services to include technical oversight of DLA’s Defense Business Transformation (DBX) activities,
(contd) current and emerging technologies, major Automated Information Management Systems (AIS) and other designated systems.
Provides overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and fielding of assigned DLA IT programs.
Provides program and technical management oversight for enterprise, solution and technical architecture,emerging systems, and contemporary systems development and enhancements in support of DBX and OCE activities and services,
(contd) to include control and evaluation activities to meet desired mission outcomes.
Provides technical direction and guidance for the development and implementation of enterprise priority program,such as Identity Credentialing and Access Management (ICAM), the DLA Application Programming Interface(API) Gateway,
(contd) Enterprise Platform, existing and emerging enterprise technical capabilities.
Serves as a systems analyst and technical expert for mission-critical and/or migratory automated information systems and/or system components.
Develops and recommends new approaches and techniques for use in addressing novel or obscure situations.
Ensures analysis efforts follow project- defined software engineering practices, DoD Systems EngineeringFramework, industry best practices, lessons learned, modern software delivery, other methodologies and are insupport of industry-accepted
(contd) Capability Maturity Model (CMM) software engineering principles.

- This position requires an Engineering/Tech Management (N) / ETM, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.
Qualifications
To qualify for an IT Specialist (SYSANALYSIS), your resume and supporting documentation must support:
A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
-Provides advice, recommendations, and coordination, and conducts analysis project planning,justification, and evaluation with emphasis upon requirements assessment, system/component design,development/programming options, and optima testing methodology.
-Ensures rigorous application of systems engineering, architecture, cybersecurity DoD and DLA policies,principles, and practices to the delivery of application software services.
-Coordinates efforts of a group of system analysts, management, and technical personnel who translate critical end user requirements into software system design specifications.
-Identifies any acquisitions needed for development and operation hardware, software, and telecommunications environment.
B.Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
