You will serve as a Program Analyst in the PROGRAM EXECUTIVE OFFICE IWS.

Duties

You will serve as a management advisor to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas. You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues. You will ensure program schedules are met within workforce and fiscal resources. You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas. You will establish and maintain working relationships with internal and external stakeholders to coordinate projects concerning the development, installation, integration, and testing, relative to the acquisition process. You will prepare coordinated reports, presentations and briefings in support of program actions. You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology. You will brief senior leadership and makes recommendations based on findings.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-02) or grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing program data (e.g. scope, cost, and schedule) to advise project managers in the management of ship acquisition program requirements. Qualifying experience may include balancing many factors required to establish program priorities, milestones and strategic goals; managing the acquisition of program requirements, or defining the scope, cost, schedule, and highly technical facets of new construction and in-service program requirements.
