The Program Analyst provides program/administrative support and assistance to enhance the effectiveness and responsiveness of programs within the facility's Enterprise Framework for Quality, Safety, and Value. Program Analyst assists with all Quality Management Program functions as needed, which may range from gathering data for and assisting with the compilation of various reports produced by Quality Management.
Duties
Major duties include:
Performs management studies, efficiency reviews, productivity improvement studies, and organizational studies;
Identifies trends and issues of concern and tracks follow-up in areas of deficiencies for resolution for the facility's Enterprise Framework for Quality, Safety and Value program;
Collects, compiles and/or tracks data and statistical information in support of Quality Management programs;
Develops and maintains databases and generates reports, memos, minutes, and general correspondences;
Provides training to team members for performance improvement and root cause analysis;
Serves on process improvement teams, focus reviews, or committees;
Offers training to medical center staff on Quality Management software, data management and analysis techniques;
Coordinates the logistical and administrative support of external surveys;
Recommends courses of action need to accomplish various requirements;
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using data tracking computer software; developing various action plans, analytical data reports; preparing meeting agendas and corresponding meeting minutes; interpreting and analyzing various administrative directives, policies and regulations; and communicating effectively with others at various levels within the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, if related (transcripts required). OR,
Combination: Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.].

Physical Requirements: The physical demands are minimal requiring only moderate amounts of walking, standing, bending or stooping. The work will require incumbent to frequently stand and walk within the medical center to assure completion of work and accuracy of data. The work does not normally require special physical demands, such as lifting or carrying heavy objects.
