The Program Analyst is the integrator that coordinates the business process & software functions. They provide oversight for software programs integral administration & operations of the business & effects program changes at the facility level. They coordinate data collection & analysis & use knowledge of System Redesign principles to determine organization performance. They conduct business process modeling in policy development & implementation, work methodology, processes, streamlining, etc.
Duties
Major duties include:
Coordinates data collection and performs analysis to determine optimal organization performance.
Develop initiatives to enable the facility to provide quality healthcare to its population.
Performs continuing evaluation and analysis to assess program effectiveness and identify areas requiring management attention.
Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems.
Organize, compile, summarize, and analyze data collected to develop reports which reflect the scope of activities and trends for improvement.
Discusses problem areas with personnel to identify and implement remedial action to be taken.
Ensures program requirements are met and planned actions have been initiated and are effective.
Responsible for coordination, planning, implementation, and training for service and facility staff in Primary Care Service and different functional areas for various information technology packages.
Maintains records, prepares project administrative and statistical reports, assures compliance with review process and monitors compliance with program requirements.

Work Schedule: Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Skilled in qualitative and quantitative techniques for analyzing and measurement of the effectiveness, efficiency, and productivity of administrative and technical programs.
Adept in retrieving, tracking, and trending information needed for analysis and reporting.
Experience using performance management/measurement methods and tools for the resolution of identified problems.
Experience providing advice, guidance, and recommendations to management and other technical specialists on integration issues.
Developing new workflow processes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
