The position serves as a Management Analyst in the Office of the Director, Jackson VARO. The incumbent develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. The incumbent makes recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments.

Duties

The position serves as a Management Analyst in the Office of the Director, Jackson VARO. Duties include: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Recommends areas and methods by which efficiency of operation can be improved and develops training to implement. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, polices, regulations, and procedures. Serves as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action. Provides local advice and prepares memos for the Director regarding labor management issues, master agreements discrepancies and management's position on such issues such as changes in working concerning Master Agreement matters for the Director's Office. Develops and implements facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Coordinates records management functions with Records Management Technicians, business liens, and management. Conducts focused monitoring and auditing of records created and maintained by business lines. Maintains a thorough working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA, and other federal laws and regulations. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments. Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Recommends areas and methods by which efficiency of operation can be improved and develops training to implement. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective actions to be taken to meet initiatives. Assists in the formulation of actions plans to track RO progress with respect to implementation goals and facilitates work or program reviews to improve results. Works with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialist in the formulation of plans and activities to support project implementation. Completes, with supervision, ad hoc assignments as required; requests are frequently general and unstructured, but priority in nature. Occasionally, serves as the Records Management Officer (RMO) for the Regional Office. The RMO is the subject matter expert for administrative records. Develops and implements facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Coordinates records management functions with Records Management Technicians, business liens, and management. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-011. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Please note that an SF-50 showing a Step higher than Step-1 does not always indicate a person has completed the required 52 weeks at that grade. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two years of progressively higher level graduate education. Note for GS-11: Only graduate education in excess of the amount required for the next lower grade level may be used in combination with experience to qualify applicants.. GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Regional Office. There is no educational substitution at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
