The individual will function as the Program Analayst in the Community Living Center(CLC) at the G.V. (Sonny Montgomery VA Medical Cdenter in Jackson, Mississippi. The CLC is a unique program with an interdisciplinary team that needs support for document development, transcriptions, data collection, suspense files, transcribing of actions plans, follwing up on action plans, data collection and data analysis.
Duties
Generate reports and submit reports to higher level supervisors in the community living center or similar work unit.
Serve as travel coordinator, enter requests for personnel actions and submit Electronic Permission Access System requests (ePass) or similar systems for employee clearance.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Investigates accidents that occur e.g., employee injuries, Veteran falls, adverse events, etc.
Serves as training coordinator and Personal Identity Verification Card (PIV ) badge sponsor to assist employee's gain network access.
Serves as a service level advocate (SLA) and maintains frequent contact in person, by telephone and by correspondence with Veterans and their family members for the purpose of solving problems, explaining procedures, addressing complaints, and recommending courses of action.
Trains new and current administrative staff and keeps them up to date on policy, plans, changes, and continuing education.
Formulates and directs orientation and training of employees to ensure the staff members receive 40 hours of continuing education annually and any other mandatory training.
Assists with implementation of an ongoing survey Readiness Plan and assumes responsibility for maintaining current documentation books.
Prepares statistical reports and collects data on patient demand, workload trends, bed utilization, etc.
Ensures that an up-to-date standard operating procedure manual is available.
Serves as a fund control point (FCP) clerk and assist with maintaining equipment inventory lists (EIL) associated with purchases/ordering using the Strategic Equipment Planning Guide (SEPG), or similar system, to enter Enterprise Equipment Requests (EER) and equipment turn-in.
Maintains spreadsheets on all performance improvement activities to include performance measures, process action teams, and customer (internal and external) service surveys.
Gathers and maintains data used to develop, evaluate, and modify systems to achieve the service/program, PCS, and medical center goals.
Assists staff members in the development of story boards and PowerPoint presentations
Makes recommendations to management regarding needs, the distribution or redistribution of these resources and supplies to maximize the clinical delivery and continuum of care for patients.
Conducts frequent telephone and person contact with service/program, Patient Care Service (PCS), and other services' staff concerning various issues, and in some cases, determining the proper course of action on administrative issues.
Validates and verifies data submitted for reports e.g., pressure injury, pain, falls, etc
Maintains the agenda of higher level supervisors and revises emails as needed to ensure critical issues are addressed promptly.
Develops and coordinates internal review systems to assure that both clinical and administrative activities follow medical center and accrediting bodies' regulatory requirements.
Designs report formats, abstracting data from computerized software, typing reports, memorandums, and other general correspondences.
Coordinates and acts as the primary individual responsible for performance improvement initiatives.
Develops both short- and long-range goals for the service/program.
Work Schedule: 7:30AM to 4PM Monday through Friday; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in MS words, PowerPoint, and excel.
Organization and time management skills.
Experience with the performance improvement process.
Experience identifying, analyzing and making recommendations to resolve problems.
Skilled in oral and written communication.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.M. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
