This position serves as a Management Analyst in the Office of Field Operations. The incumbent serves the Director's Office located in the Jackson Regional Office located in the Jackson, MS. The primary purpose of this position is to provide support to the Director and Assistant Directors thorough project management and analysis of regional office initiatives.
Duties
Develop recommendations for improvements in administrative operations and to promote efficiency and cost savings.
Recommend areas and methods by which efficiency of operation can be improved and develop training to implement.
Provide higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations.
Participate in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information.
Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s).
Advise management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
Serve as a liaison between VBA District Offices and the RO, coordinating and facilitating initiatives that require team cooperation and action.
Utilize statistical analysis, and/or techniques designed to effect process improvement and more efficient business practices.
Provide support for innovative programs aimed at highlighting and improving mission effectiveness; maintaining, adjusting, and recommending short- and long-term plans as required by changes or evolution in mission and objectives.
Maintain a through working knowledge of VA/VBA Systems of Records, VA/VBA privacy policy, Freedom of Information Act, Office of Management and Budget, NARA and other federal laws and regulation.
Develop and employ advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.
Work with the Training Manager by assisting in the preparation and review of the training program. Works with HR Specialists in the formulation of plans and activities to support project implementation.
Participate in meetings with union and staff to identify potential problem areas and ensures that managers have the necessary information to communicate changes and their impact to staff.
Prepare for the Director's review and signature, a variety of memorandums, letters, and other written communications.

Specialized Experience:
GS-11 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in federal, state, local, public, or private service that has equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is defined as: (1) applying laws, regulations and legislation pertaining to benefits; and (2) explaining benefit program both orally and in writing to individuals.

Applicants may substitute Education to qualify for grade GS-11. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Submit/upload transcripts, either official or unofficial.

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Your transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Specialized Experience:
GS-12 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in federal, state, local, private or other service that has equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is defined as: (1) diagnosing problems within an organization; (2) implementing plans and changes to make improvements; and (3) developing recommendations for processes, systems, technology and/or job roles.
There is no education substitution at the GS-12 grade level.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
