The Program Executive Office for Digital and Enterprise Services (PEO Digital) delivers services throughout the Department of the Navy that improve performance, security, mobility, and customer experience. PEO Digital embraces business agility to ensure quality, accelerate innovation, continuously deliver value, and meet the dynamic needs of the warfighter. This position will serve as the Tactical Edge Service Owner in the Infrastructure Services Portfolio.

Duties

You oversee the end-to-end design, delivery and management of the Tactical Edge service including cost, schedule, and performance, developing resourcing, technology adoption, and service strategies to meet stakeholder and user needs. You will develop life cycle program plans/roadmaps; maintaining life cycle cost estimates; leading development of associated cost allocation models; ensuring resource needs are incorporated into budgets and spend plans. You will assess and identify risks, issues, and opportunities. You will ensure sourcing strategies are developed in concert with overall acquisition and technical strategies.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain a Top Secret SCI clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Program Management Area at a level II and category assigned to the position is required within established category timeframes.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Advanced Level within 6 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing life cycle program plans, leading the development of cost allocation models, proper design, execution, and improvement of designated services, creating plans to meet the needs of service program management, and accountability for service performance.
