The Program Specialist is assigned to the Office of the Director and reports to the Assistant Director. The Program Specialist provides performance management and technical support for the regional office Human Resources program.

Duties

The duties of the Program Specialist include, but are not limited to the following: Provides management advisory services in counseling, developing and maintaining the proper balance between organization strategic plans and goals and human resources development programs Collaborates with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively as possible Conducts data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow Work on special projects to include new initiatives and provides scenarios, possible issues or concerns and viable solutions to potential barriers for meetings new initiatives or structures in a timely manner Tracks any lag time with recruitment or classification actions; provides solutions to management on how to improve processing times for recruitment actions Briefs Executive Leadership on hiring and classification actions during weekly meetings Identifies deficiencies and/or barriers and provide problem solving techniques in resolving issues Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 - 4:30 p.m., Monday - Friday. Subject to change to meet the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11, you must have served 52 weeks at the GS-9 grade level in Federal Service . For a GS-12 you must have served 52 weeks at the GS-11 grade level in Federal Service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-11 -One year of specialized experience at the GS-9 level in federal service. For GS-12- One year of specialized experience at the GS-11 in federal service. Specialized experience: Is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically IN OR RELATED to the work of the position to be filled. Examples of specialized experience include but are not limited to: Providing advisory services to leaders and employees on a range of human resources concepts, laws, and policies Assisting leadership in solving a range of complex problems and issues Participating in policy development groups or projects based on broad organizational requirements OR, Applicants may substitute education for the experience required. GS-11: Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. There is not substitution of education For GS-12 grade level. OR, Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned (Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade of GS-11). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. However, there may be some walking, standing and carryings of light items such as papers, books, and files form one desk to another or for returning to storage.
