This position is part of the Comptroller/Chief Financial Officer Directorate (CC). The incumbent will be responsible for establishing and implementing DoD-wide financial management policies and practices for the Missile Defense Program.
Duties
As a Supv Financial Management Officer at the NH-0501-4 broadband level some of your typical work assignments may include:
Supervise a team of business financial managers, accountants and program analysts in support of accounting, Financial Improvement and Audit Readiness (FIAR), Funds Certification and Financial Systems for Security Assistance Accounts (SAA).
Manage the business financial management team in developing and coordinating the activities of multiple stakeholders to produce integrated final products.
Manage, direct and supervise business operations to include recruitment, training, career development and retention of government and contractor efforts in various geographical locations. Assure reasonable equity among subordinate organizations of performance standards and rating techniques and comparable equity in assessments.
Directly interfaces with the Defense Security Cooperation Agency (DSCA), Defense Finance Accounting Services, Office of Under Secretary Defense Comptroller (OUSD(C), and MDA FIAR Directorate for all SAA matters.
Provide authoritative decision-making and/or advice for SAA FIAR, Financial Statement Audits, remediation, and deliverables.
Develop and manage SAA audit training, serve as the Agency focal point and liaison to DFAS, OIG, OSD, and DSCA and coordinate requirements with the Agency's Director for Financial Audit and Senior Executive members.
Collaborate with and maintain an effective and operational cooperative working relationship with the Military Services, Department of State, and DoD Agencies for SAA, audit, and financial interactions in the broader Security Cooperation community/environment.
Manage the development, input, and review of all financial aspects for Accounting, Funds Certification, Financial Systems, and Case Closure and/or other reviews/requirements.
Recommend, determine and implement courses of action and/or remedial action to correct adverse trends and situations.
Oversee, prepare, and review briefings for Senior Executive Service (SES), Case and Program Managers, external Agencies, and the Foreign Partners.
Oversee development and preparation of independent resource analysis studies and reports to support resource management internal and external to the Agency.
Utilize expert knowledge of automated data processing concepts and systems capabilities to ensure completion of assignments for self and subordinates.

- This is a Financial Management Level III Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time-frame.
- This is a Critical Acquisition Position coded level III in Business, Cost Estimating and Financial Management; must sign a written agreement to remain in Federal service in the position for at least three years.
- Selectee must be an Acquisition Corps member at the time of permanent selection or have been granted a waiver for membership; membership must be achieved within 24 months of Entrance on Duty
- Selectee must complete 80 continuous learning be achieved within 24 points every two years
Qualifications
You may qualify at the NH-04 broadband level if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/ GS-13 grade level in the Federal service:
Experience solving problems relating to accounting, Financial and Audit Readiness (FIAR) and business systems solutions, especially Security Assistance (SA) Programs.
Experience managing, directing and supervising the business operations and FIAR of SA programs, to include recruitment, training, career development and retention of government and contractor personnel.
Experience applying Federal Management Regulation (FMR), Security Assistance Management Manual SAMM, Defense Finance Accounting Service (DFAS), and Defense Security Cooperation Agency (DSCA) policies, and generally accepted auditing and accounting standards.
Experience working with automated data processing concepts and systems capabilities to manage and complete assignments.
Experience working across Senior Executives and their staffs, Commands, DoD Agencies, and the Services on mission and goals, auditable objectives, strategies, and plans.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
