You will serve as a FINANCIAL MANAGEMENT ANALYST in the Program Management Support Division, Business & Financial Operations Department of Naval Air Warfare Center Aircraft Division, Comptroller Group of NAVAIRWARCENAC DIV.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will have comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
You will have detailed intensive knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area.
You will identify, analyze and resolve a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Applying comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations; 2) Applying fiscal laws, regulations, policies, methods and techniques in relation to financial management; 3) Utilizing financial management systems to extract, analyze and interpret business and financial reports; 4) Identifying, analyzing and resolving a range of budgetary problems in support of organizational goals and milestones; 5) Utilizing analytical reasoning and skill in the identification, analysis and conceptualization of budgetary problems and development of alternative solutions.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Demonstrating knowledge of budgetary policies, precedents, procedures, and regulations; 2) Compiling business and financial data and analysis documentation to prepare budget and financial management reports; 3) Performing cost and financial analysis to assess the financial condition of a program; 4) Assisting with identifying gaps and conflicts in financial data and drafting them in forms of reports, briefs, and presentations; 5) Analyzing financial processes and policies to identify key internal controls in support of a budgetary or financial management program.
