You will serve as a Financial Management Analyst in the Program Management Support Division, Business & Financial Operations Department of NAVAIRWARCENAC DIV.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Demonstrating knowledge and experience with budgetary policies, precedents, procedures, and regulations; 2) Providing business and financial management support, analysis, advice, and guidance for acquisition of training systems for multiple warfare areas; 3) Utilizing complex enterprise resource planning (ERP) systems to transact and extract financial information and perform data analysis; 4) Identifying, analyzing and conceptualizing a range of budgetary problems to develop recommendations.
