About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the United States Cyber Command (USCYBERCOM), Fort Meade, MD.
Duties
Plans work to be accomplished by employees, setting, and adjusting short-term to long-range (multiple year) priorities and preparing schedules for completion of work.
Exercises authority to plan for and make changes in the organization of work to achieve efficient and economical operations within allowable budget, staffing levels, and policies established by higher organizational levels.
Establish overall objectives, priorities and plans for the Command’s joint exercise program, assuring focus on technical issues and challenges critical to pursuit of cyber operations (CO).
Provides monitoring and assessment of exercises. Proactively identifies the need for and develops innovative new analytical capabilities essential to support CO exercises.
Provides CO and training functional expertise to support USCYBERCOM and other DoD CO program elements to define/document CO training requirements and content.
Ensures training meets the goals and objectives for cybersecurity training, education, or awareness.
Leads continuing efforts to define the workforce skills essential to support CO functions, and to lead subject matter experts (SMEs) in their collaboration with other functional teams.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) planning, developing, and executing scenarios/exercises utilized to evaluate/measure performance of Cyberspace Operations; 2) reviewing/analyzing/compiling exercise data to report finding; 3) managing, developing, and directing the work of subordinates 4) providing training to the workforce.
