Serves as the Human Resource (HR) Specialist (Employee and Labor Relations) in the Human Resources Directorate, Labor and Employee Relations Division. Responsible for advising and assisting Agency Managers, supervisors and employees on the full range of employee relations' issues.

Duties

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are: This position serves as a Human Resources (HR) Specialist in the Human Resources Directorate, Labor and Employee Relations Division. Responsible for advising and assisting DeCA' s managers, supervisors and employees on the full range of employee relations' issues. The assignments typically include matters related to conduct, performance, attendance, dispute resolution as well as performing some work that involves establishing and maintaining effective relationships with labor organizations representing Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters, including nontraditional collaborative approaches. Serve as an action officer and staff specialist responsible for management of existing programs and modification of such programs. Advise management in the labor relations area on the need to consult and/or observe the general bargaining unit agreements, labor organizations, bargaining unit status determinations, basic employee rights/privileges, principles of labor management, status of laws and regulatory requirements, and appropriate representation. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. To qualify for the GS-7 grade level must possess a minimum of one year of specialized experience equivalent to the GS-5 grade level or equivalent to at least GS-5 under other federal service pay systems, private sector, or military. OR One full year graduate level education OR Superior academic achievement or a combination of education and experience by the closing date of this announcement. Examples of qualifying Specialized experience for GS-7: Ability to assist in providing limited management employee relations support to assigned organizations. Ability to identify, consider and advise managers, supervisors and employees about relatively common issues or problems such as routine leave or attendance questions or disputes. Ability to perform fact-finding in connection with employee conduct and performance matters of limited scope and complexity. Ability to research applicable laws, policy, and agency precedent and apply fact-finding techniques to gather clear-cut information and/or evidence specific to the employee relations cases. To qualify for the GS-9 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military. OR A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position OR A combination of experience and education that equals 100% of the qualification requirements. Examples of qualifying Specialized experience for GS-9: Knowledge and ability to assist in providing limited management employee relations support to assigned organizations. Knowledge and ability to identify, consider and advise managers, supervisor and employees about relatively common issues or problems such as routine leave or attendance questions or disputes. Knowledge and ability to perform fact-finding in connection with employee conduct and performance matters of limited scope and complexity. Knowledge and ability to research applicable laws, policy, and agency precedent and apply fact-finding techniques to gather clear-cut information and/or evidence specific to the employee relations cases. To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree. Examples of qualifying Specialized experience for GS-11: Knowledge and ability to apply analytical skills in regard to employee and relations' assignment. Knowledge and ability to advise managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. Knowledge and ability to draft written disciplinary and adverse actions with some assistance from supervisor. Knowledge and ability to explain rules and procedures to employees and help them understand their rights and obligations. Knowledge and ability to conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance. To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of qualifying Specialized experience for GS-12 Knowledge and ability to provide technically sound advice and assistance on employee relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling and related functions. Knowledge and ability to draft written actions, that are technically and legally proficient with minimum errors. Knowledge and ability to interpret facts and events identifying aggravating or mitigating factors relevant to the case. Knowledge and ability to gather background information and prepare formal correspondence on the full range of disciplinary actions. Knowledge and ability to assure official case files are properly maintained with complete documentation to support recommended or final action. Knowledge and ability to advise and assist employees, managers, and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems. Knowledge and ability to provide technically accurate interpretations of negotiated agreements and reconcile conflicting technical viewpoints. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement.
