This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Health Care System (FVACHCS), Sterile Processing Service (SPS).

Duties

Receives telephone calls and greets visitors to the office. Uses judgment and initiative to screen or refer as appropriate. Screens callers/visitors by ascertaining name, affiliation, and purpose of call/visit, and based upon subject matter, determines whether where matter should be referred. Obtains needed background information before referring calls to the appropriate person; and uses independent judgment in referring, initiating, or disposing of inquiries and requests. Arranges for personal interviews and receives applicants reporting for interviews. Acts as liaison to other managers and staff for the Chief Nurses within the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisors policies, directives, and instructions. Informs them of the supervisors views on current issues and programs. Receives and processes all correspondence and documents transmitted through the Chief Nurses office for review, approval, and signature, establishing controls on certain items (to include performance appraisals, and awards). Provides cross coverage for the Secretary, to the Associate Director for Patient Care Services during her absence. Responsible for reviewing all correspondence routed through the Chief Nurses Office to determine the specific service it is assigned to for appropriate response. Ensures correspondence conforms to regulations and special policies of the Medical Center, is in proper format, contains correct grammar, and if applicable, that staff coordination has been completed. Returns inadequate transmissions to the sender; attaches previous correspondence and background information to incoming correspondence; selects material that requires the attention of superiors; determines the appropriate staff activity for action; forwards correspondence; uses tracking system; follows up to assure action is taken; enforces rigid timelines; and assures receipt of pertinent information. Composes responses based on knowledge for non-technical, straight forward suspenses and types responses for signature that must come from a technical expert. Corrects any grammar and formatting discrepancies and types, in final form, official correspondence such as personal acknowledgements, Congressional inquiries, and report transmittals, based on a knowledge of supervisors views, desires, and past precedent cases; and from verbal instructions, prepares special reports, data, or correspondence using a personal computer with a wide variety of software. Exercises control over supervisors appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices. Arranges for meeting space, speaker, and support arrangements for large conferences. Makes appointments for the supervisor; cancels and accepts invitations; checks requirements for engagements; i.e., necessity for speech, etc. Maintains a calendar of future events for up to the next 12 months, on monthly, bimonthly, and weekly basis; scheduling briefings and updating the calendar for a two-month period. Planned conferences, major inspections, visits by high ranking officials and other information that may impact on scheduling appointments and activities for the supervisor are added as information is received from various sources. Independently determines staff who should attend meetings, or represent the organization at conferences. Such decisions are made based on knowledge of the supervisors views on such issues. Attends meetings, notes commitments made, informs staff of commitments, and arranges for staff to implement commitments during the meetings. Provides general office supply and equipment support services such as procuring or justifying the full range of office services; obtaining and monitoring the use of services, supplies, or equipment for the office. Ascertains the needs of subordinate offices and coordinates and consolidates the purchase of equipment and services to meet the organizations' needs. Submits IFCAP requests and work orders using the automated computerized system (DHCP). Performs other directly related duties as assigned. Work Schedule: Monday - Friday; 8:00a-4:30p Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform assignments such as independently noting and following up on commitments made at meetings and conferences by staff members; assembling information to be used for reports or responses to inquiries; and to compose correspondence not requiring a technical knowledge; Knowledge of grammar, spelling, punctuation, and required formats, and skill in advising and instructing clerical personnel in subordinate staff activities concerning the preparation of correspondence, office procedures, and interpreting new instructions and procedures; Skill in operation and knowledge of the computer system and office software to include PowerPoint, Excel, Word, Outlook and others. A qualified typist is required; Understanding of accrediting agencies and processes in order to assist in the preparation of reports for The Joint Commission. Knowledge of travel regulations and restrictions to be followed in advising and instructing subordinate secretaries or other staff. Knowledge of timekeeping procedures, rules and regulations in order to process timecards; Skill in transcribing taped dictation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary but requires standing during presentations or training; may require some walking, bending, stooping, standing, stretching, and carrying objects such as files/binders. Work also requires spending time performing keyboarding duties. No special physical characteristics of the incumbent are needed to perform the work. Occasional travel is required.
