This position serves as the Associate Deputy Director in the Programs Office, one of four Divisions within BJA. The position provides expert leadership to ensure proper programmatic and fiscal oversight, planning, development, implementation, and assessment of BJA grant programs. In addition, the incumbent is responsible for recommending improvement in the policies, procedures and information management systems, to help ensure the success of critical BJA programs.

Examples of experience include: managing a large-scale program for conducting reviews of discretionary and/or formula grant operations; providing expert advice to management and program officials on a broad array of complex grants program management matters, including developing, implementing, and evaluating program plans, strategies, regulations, announcements, guidelines, and procedures applicable to grants programs; coordinating grant and/or agreement pre-award processes that encompass difficult and diverse work functions affecting critical aspects of major agency programs, such as developing solicitations for major program activities; and directing and overseeing the administration, termination, and/or closeout of grants and/or grants assistance and agreement awards.TECHNICAL QUALIFICATIONS:Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:- Ability to communicate in writing in performing supervisory or leader work.- Ability to supervise.- Knowledge of grant and cooperative agreement program management principles, concepts, methods, processes, and techniques consistent with sound business and industry practices.- Ability to analyze organizational and operational problems and develop solutions.- Knowledge of financial methods, procedures, and practices used in grants and cooperative agreements.- Ability to provide advice and guidance on grant and cooperative agreement policies, standard operating procedures, and guidelines.- Ability to communicate effectively other than in writing in performing supervisory or leader work.- Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
