You will serve as a MANAGEMENT ANALYST in the Production Division, Public Works Department of NAVFAC NORTHWEST.

Duties

You will create statistically-based predictive models of future process or organizational behavior. You will report results of data analysis (e.g., program, technical, schedule, cost) to stakeholders. You will interpret and apply laws, rules, regulations, policies, principles, standards, and procedures to program and management analysis activities (e.g., performing investigations, inquires, reviews.) You will conduct studies to identify ways to improve the economy of operating programs, work methods, procedures, or manpower use. You will conduct organizational and manpower utilization studies for an organization.

  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting internal review studies to be used in assessing program compliance; 2) Analyzing and reviewing existing or revised management and/or administrative programs which have impacts on assigned functional areas; 3) Assisting with performance of allocated funds verification to ensure funds are used appropriately and are within authorized limits; and 4) Providing assistance on the use of facilities automated data systems (i.e., Computerized Maintenance Management System (CMMS) or similar). GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting internal review studies for use by others in assessing program compliance; 2) Reviewing existing or revised management and/or administrative programs having impacts on assigned functional areas and submitting findings to higher level analysts; 3) Assisting with providing data to support the Utility Cost Analysis Report (UCAR), Transportation Cost Analysis Report (TCAR) and similar reports prepared by other departments.; and 4) Assisting with development and submittal of the annual budget. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09: Successfully completed a master's or equivalent graduate degree, or Successfully completed two full years of progressively higher level graduate education leading to a master's degree, or Obtained an LL.B. or J.D. that is related to the position being filled.

GS-07: Successfully completed 1 full year of graduate level education, or Successfully completed a bachelor's degree with superior academicachievement.
