You will serve as a PROGRAM ANALYST in the PROGRAM SUPPORT DIVISION of COMNAVREGSW SDIEGO. The salary range for positions filled at the GS-11 is $78,307 to $101,796. The salary range for positions filled at the GS-12 is $93,858 to $122,016.

Duties

You will serve as a technical advisor on program analysis results, process compliance, or business products or services. You will advise senior leaders on the most effective use of manpower resources within an organization. You will evaluate proposed changes in operating procedures for impact to contracting programs including executing COR responsibilities for assigned contracts. You will brief senior leaders regarding financial or workload analysis and reviews. You will present reports on issues (e.g., budget, problem resolution, management planning, policy issues) to managers.

  • Travel may be required.
  • This is a bargaining unit position.

Qualifications

FOR THE GS-12 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and developing recommendations for improvement in program operations and objectives; 2) Performing manpower functions such as assessing processes, procedures and workload distribution; designing organizational structures and determining manpower requirements; 3) Compiling and analyzing financial data for basic expenses and/or services (e.g., contracts, salaries, expenses, facilities, equipment, vehicles, etc); 4) Serve as Contracting Officer Representative (COR) for contracts for support and material services to support the assigned programs.(NOTE: Your answer must be supported by information in your resume.) FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advisory services to management on program and financial planning; 2) Using Force Protection knowledge to interpret and apply program requirements; 3) Determining workload and manpower requirements. FOR THE GS-11 GRADE LEVEL:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
