Duties

This position is located at the Clement J Zablocki. VA Medical Center (VAMC), Milwaukee, WI and is organizationally aligned under the Facilities Management Division. The primary purpose of the position is to plan and carry out administrative management and analyst functions that span across the Division by providing analytical and evaluative work of the programmatic aspects of the organizational operations and management functions. Major Duties: -Performs analysis and monitors established administrative management requirements. -Receives and reviews policies, directives, and memoranda on administrative functions. -Prepares a variety of administrative reports for such as mandatory education reports (TMS), as well as attendance record reports and facilitates the scheduling of mandatory education with Division personnel. -Analyzes Division budgetary and fiscal data and makes budget recommendations to the Division Manager. -Coordinates administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephones, and short-term storage. -Provides analysis to the Division Manager in the formulation of quality and productivity goals specific to the objectives. -Generates and develops required reports independently, identifying areas of improvement, and formulating recommendations. -Processes purchase requests in assigned fund control points and provides back up support for purchasing and reconciliations. Work Schedule: Full-time, Monday-Friday 7 AM-3:30 PM Virtual/Telework: This is not a virtual position or telework eligible. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. GS-7 LEVEL GRADE REQUIREMENTS SPECIALIZED EXPERIENCE: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: knowledge of fiscal, budget, real property and supply management; knowledge of measurement techniques in determining the extent of compliance with rules and regulations; interacting with other disciplines to solve problems and deal effectively with uncooperative or unreceptive persons to bring problems to resolution; preparing letters, memoranda and other correspondence covering subjects of an administrative nature; and gathering and organizing narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, and review of databases. OR EDUCATION: Must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED) OR Must have completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED)S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. c. Election to membership in a national scholastic honor society. OR COMBINING EDUCATION AND EXPERIENCE: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-9 LEVEL GRADE REQUIREMENTS SPECIALIZED EXPERIENCE: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-7) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: knowledge of fiscal, budget, real property and supply management; knowledge of measurement techniques in determining the extent of compliance with rules and regulations; interacting with other disciplines to solve problems and deal effectively with uncooperative or unreceptive persons to bring problems to resolution; applying analytic and evaluative techniques to the identification, consideration and resolution of issues and problems of a procedural and/or factual nature; preparing letters, memoranda and other correspondence covering subjects of an administrative nature; conducting periodic surveys of equipment and property use, recommending action to ensure economical and efficient use of equipment and other property; gathering and organizing narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, and review of databases; and processing purchase requests in assigned fund control points and provides back up support for purchasing and reconciliations. OR EDUCATION: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED) OR COMBINING EDUCATION AND EXPERIENCE: Must have successfully completed an equivalent combination of experience and education as described above.
