The Primary purpose: is to to serve as a Nuclear Weapons Security Capabilities Program Analyst and action officer, applying program experience to analyze, evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, doctrine, and procedures in support of major command program(s) in United States Strategic Command (USSTRATCOM).
Duties
Applying background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of Nuclear Weapons Security work operations for short and long-range implementation in assigned Nuclear Weapons Security program specific area.
Documents planning and programming decisions in appropriate formats, provides technical Nuclear Weapons Security guidance, and advisor support, to meet USSTRATCOM assigned program specific requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays.
- Nuclear Weapons Security experience is preferred.
- This position is coded as YA002 - ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY / OPM PRESCRIBED "UNSCHEDULED TELEWORK.

This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Series, Management and Program Analysis Series, GS-0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of Nuclear Weapons Security requirements for SSBN and Aircraft employment. Knowledge is applied through participating in or conducting major operations such as advocating future concepts; mission capability needs; PPBE; JCIDS; ICD; CDD; acquisition; conduct of war; mission and flying operations; special operations; protocol for escalation of force; or similar operations. Knowledge of ICBM, SSBN, and Aircraft employment force structure, operating cycles, security, and supporting systems in order to assess their capabilities and future application to combat the evolving threats in advancing technologies. Knowledge in Standing Rules of Engagement (SROE) and Standing Rules on Use of Force (SRUF) with regards to Nuclear Weapons Security.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; program review; PPBE; JCIDS; acquisition; and advocate for funding.
Knowledge of Nuclear Weapons Security with an understanding of how supporting programs relate such as ICBMs, SSBN, Aircraft employment, and convoy operations; Knowledge of strategic deterrence, military operations, the annual congressional appropriations process, and the relationship of the various command entities involved in overall program planning and execution of military operations, milestone decisions, and program evaluations.
Knowledge and skill in applying analytical methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Skill in designing and conducting comprehensive studies to evaluate an assigned program's effectiveness and efficiency, preparing solutions to resolve substantive problems, and the ability to effectively communicate findings to senior leaders.
Ability to plan, organize, and negotiate effectively with senior analysts, management, CCMDs, Services, and interagency partners for the identification, consideration, and resolution of issues that involve substantial resources and require extensive changes in established concepts and procedures; Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
Knowledge and experience of a wide range of Nuclear Weapons logistics, planning, and/or operations sufficient to develop program requirements, assess adequacy of program plans in meeting USSTRATCOM objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
