The primary purpose of this position is to serve as a Defensive Cyberspace operations planner and subject matter expert for planning operations and activities as an integral part of task force executed operations that meet CMCA mission requirements and Commander (CNMF) direction. Contributes substantively to the development of cyberspace operations.

Duties

Serves as a Defensive Cyberspace operations planner and subject matter expert for planning operations and activities as an integral part of task force executed operations that meet C-MCA mission requirements. Contributes substantively to the development of cyberspace operations especially related to defense of critical infrastructure/key resources. Provides expert planning and coordination with CNMF Intelligence, Information Operations, Mission Management and Fires for the integration on defensive cyberspace operations with all mission partners. Attends meetings, conferences, briefings, and seminars related to Defense Support of Civil Authorities (DSCA) in Cyberspace Operations.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of and skill with Joint Cyberspace Operations planning, concepts, principles, and practices, and extensive familiarity with broad range of military operations, including recent experience within cyberspace operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill with Joint Cyberspace Operations planning, concepts, principles, and practices, and extensive familiarity with broad range of military operations, including recent experience within cyberspace operations. Knowledge of and skill with Defensive Cyberspace Operations (DCO) concepts, principles and extensive familiarity with broad concepts within the DCO community. Knowledge of cyberspace operations policy and doctrine; expert skill in negotiation and/or defense of controversial inter-command or inter-service cyberspace operations support issues within DoD and interagency issues throughout federal government (e.g., DOJ, DHS). Knowledge of the DoD command structure and experience with joint military operations. Skill in applying Joint Chiefs of Staff (JCS) deliberate and crisis planning procedures, the Joint Operations Planning Process (JOPP), and Integrated Tasking Order development and staffing processes. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
