Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Operations Support (OS), Immediate Office of the Executive Assistant Commissioner (IEAC), Mission Support Division (MSD), located in Washington, DC.

Duties

This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10). In this role you will serve as the Assistant Director leading a team of budget and logistics professionals, providing oversite and direction for the budget execution programming and funds allocation, as well as being responsible for property, logistics, awards, strategic planning and analysis, related to the budget portfolio. Duties include: Managing high-level functions related to budget formulation and execution to include: Development of multi-year budgets, the Resource Allocation Plan, Lines of Business briefings, Office of Management and Budget justifications documents, the President's budget, Questions for the Record, issues papers, Unfunded Requests, as well as the Requirements and Procurement Plan Build. Administering a budget larger than $500M to enable organizational components to access and utilize financial resources quickly and effectively. Directing, coordinating, molding, and representing OS's budget and financial management programs and initiatives. Providing guidance, advocacy, and oversight for financial operations throughout the budget life cycle. Managing all analysis, reporting, and communications functions to provide senior leadership with critical information.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing technical leadership and guidance to senior executives and staff on budget formulation and execution. Serving as an expert in interpreting and applying budget policies, directives, regulations, and legislative/congressional processes. Providing expertise in cost analysis, reviewing, auditing, and analyzing budget data for future budget recommendations. Preparing budget reports, justification and briefings to senior executives. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/01/2023.
