You will serve as a Financial Management Specialist in the Business & Financial Operations Department, PEO & HQ Project Support Division of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will develop, determine, and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

• This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying, analyzing, and resolving a range of budgetary problems; 2) Advising personnel with planning for financial, budgetary, and program changes and interpreting its impact; 3) Utilizing analytical reasoning to identify, analyze, and/or conceptualize budgetary problems and develop alternative solutions; 4) Developing and implementing proposals concerning alternative methods, sources, and timing of financing for programs; and 5) Performing and/or advising on work in any of the phases or systems of budget administration.
