The primary purpose of this position is: To serve as Senior Program Analyst in the Programming Branch, Department of the Air Force, Manpower Programming Division.
Duties
Applies expertise, develops, interprets, and implements policies and procedures to provide Air Force strategic manpower decisions based on the planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces within fiscal constraints, for major mission and operational plans.
Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of program objective memorandum. Analyses the effect of high level decisions (e.g., Joint Chiefs of Staff, OSD Staff) on the overall PPBE processes, developing changes in areas where necessary for the branch to better support Air Force Corporate Structure decision process.
Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Applies a wide range of Page 3 quantitative and qualitative methods for assessing the impact of manpower programs in support of AF-wide long range goals and objectives. Identifies and evaluates areas for further study and analysis, with an emphasis upon continual process improvement to include advice on the potential use of increased automation to improve the efficiency of program operations.
Maintain a continuous liaison with other Air Staff and other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions. Establishes, develops, and maintains contact with appropriate officials from various organizations within the Defense establishment, including OSD, Army, Navy, and the Defense Agencies. Advocates and defends AF positions and garners support from contacted organizations for the goals and objectives implicit to the AF program under consideration.
Lead manpower programmers in strategy, planning, justifying, budgeting and defending MAJCOM, FOAs, DRUs and major headquarters activity (MHA) manpower. Programs manpower within the DOD Strategy, Planning, Programming, Budgeting and Execution System (SPPBE) for all Air Force programs. Exercise technical oversight over branch programmers in analyzing the Air Force Manpower Program across the Future Year's Defense Program. Provides results of studies, analyses, and evaluations to other programmers to share experiences and techniques thereby improve overall Air Force level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of the theories and principles of management and organization, including common management practices of responsibility and authority, delegation of authority, collaboration, and organizational structures as well as knowledge of command structure, functions, missions, goals, and priorities. Expert knowledge of analytical and investigative techniques to conduct studies/surveys in order to identify, analyze, and recommend actions to resolve resource problems and improve the efficiency and economy of operations; mastery of the SPPBE and the interface of manpower and supported missions. Includes expert knowledge of objectives, key events, procedures, systems of manpower-related functions, including force structure and budgeting; knowledge and skills to analyze and evaluate complex management issues requiring recognition of problems, identification of systems, analysis of causes, and recommendations for corrective actions, and ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of program analysis principles and techniques, and quantitative methods of program evaluation and assessment.
2. Knowledge of missions, roles, and functions of Air Force organizations and programs.
3. Skill in analyzing issues and formulating alternative solutions to broad, mission related problems.
4. Knowledge and skill in a wide range of qualitative and quantitative analysis techniques to measure organizational efficiency.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability to use commercial office and analytical software packages.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
