The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Management Analyst. The Supervisory Management Analyst will function within Medicine Service.
Duties
-Leads in administering programs concerning such matters as clinic practice management, physician time and attendance, onboarding and offboarding of new employees, scheduling, environment of care, equipment and supply procurement, and data analysis for all Medicine section.
-Responsible for constant surveillance, evaluation and planning to ensure compliance with agency and regulatory agency safety requirements for the various clinic and procedure areas for the Service.
-Serves as a Service technical expert regarding section-specific operational and personnel administration issues. This includes responsibility for reviewing and updating position descriptions and performance standards.
-Directs such issues as leave administration, administrative/disciplinary actions and incentive awards for administrative staff.
-Participates in the resolution of all Union and EEO complaints within the administrative operations team.
-Provides the Administrative Officer with information related to any Union or EEO concerns and assists the Administrative Officer with implementation of any corrective action as needed.
-Serves as the first point of contact for all patient inquiries associated with Medicine Service at the facility.
-Responsible for creating an engaging office environment and positive interactions for all Veterans and their family members.
-Works within the facility to ensure the appropriate level of communications relative to policies and procedures to oversee the day-to day administrative operations.
-Ensures that processes and procedures related to these programs are carried out ensuring effective tracking and monitoring processes are in place.
-Ensures that the organization's strategic plan, mission, vision and values are communicated and integrated into the team's strategies, goals, objectives, work plans products and services.
-Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion.
-Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
-Maintains program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
-Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor.
-Performs other related duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
In addition to the qualification above you must also have:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience include knowledge of the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, to include helping within the various departments within the service. This will require the incumbent to work away from his/her desk.
