This announcement will be used to fill positions with an entry grade of GS-11 with a target grade of GS-12 or at the full performance level of GS-12. The GS-11 salary range is $71,936 to $93,514. The GS-12 salary range is $86,222 to $112,089.
Duties
Manages, directs and executes finance/accounting operations for customers including the development of policies and procedures unique to each customer in an environment of constantly changing priorities and missions.
Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to finance and accounting operations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Identifies actual and potential problem areas and develops actions to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources.
Develops an effective implementation of Standard Operating Procedures (SOPs) and ensures that training needs are planned and implemented on a timely basis.
Supervises subordinate employees and coordinates initiatives by providing guidance and technical advice.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications
Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 for GS-11 level, GS-11 for GS-12 level) in the Federal service, which demonstrates the ability to perform the duties of the position.
For GS-11: Specialized experience at the GS-09 grade level is defined as: Conducting financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations.
For GS-12: Specialized experience at the GS-11 grade level is defined as: Conducting reviews of financial policies, guidelines, data and documents and analyzing the impact of financial legislation and operational policies and procedures; providing substantial financial management knowledge to leadership in order to assist with the organization's core mission; analyzing and evaluating operation reports from financial systems; making and implementing recommendations to improve operations.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
GS-12 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
