Serves as a staff specialist responsible for management of existing programs and modification of those programs. Performs both operating and HQ level staff work in support of DeCA HR functions and programs. Works with management to advise on and resolve controversial, complex, and difficult problem cases.

Duties

Carries out assignments and projects pre-selected to combine performance of productive work with supervised on the job training in both the judgmental and methodological aspects of the HR work. Provides advice on pay and leave inquires. Performs action officer duties to include researching HR issues, regulations, statutes, and cases and preparing written correspondence detailing findings and recommendations. Assists higher graded specialists within the Division on special projects. Advises on uncomplicated matters pertaining to functional programs within the assigned staffing and classification programs. Identifies, considers, and advises managers, supervisors and employees about relatively common issues or problems. Provides routine management advisory services normally restricted to information regarding application of well-established policies and precedents, and regulatory requirements. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. To qualify for the GS-9 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military. OR A Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position OR A combination of experience and education that equals 100% of the qualification requirements. Examples of qualifying specialized experience for the GS-9: Skill in applying standardized principles and practices of position classification, as well as analytical and evaluative techniques in gathering job information. Independently plans and carries out the assignments in conformance with accepted policies and practices. Apply basic principles, laws, regulations practices, and techniques of recruitment and placement sufficient to apply standardized legal, regulatory, and policy issuances that govern the staffing function. To qualify for the GS-11 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military. OR 3 full academic years of progressively higher level graduate education OR Ph.D or equivalent doctoral degree. Examples of qualifying specialized experience for the GS-11 Apply a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive staffing and classification management advisory and technical services on substantive organizational functions and work practices. Skill in applying analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated staffing and classification problems and issues. Gather, assemble and analyze facts; draw conclusions; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable. To qualify for the GS-12 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-12 Skill in applying HR automated systems sufficient to research and resolve a wide variety of staffing and/or classification issues. Knowledge of a wide range of Human Resources Management (HRM) programs, policies, and procedures as they relate to the major HRM functional areas such as merit promotion; staffing, classification; pay and position management; reduction-in-force; career programs; and program evaluation. Applying HRM concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-09 position is GS-07. The next lower grade level for the GS-11 position is GS-09. The next lower grade level for the GS-12 position is GS-11. Time after competitive appointment.
