Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Leasing and Plans, Plans Section in Jefferson, LA.
At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. Serves as an advisor to the Section Chief on matters related to oil and gas exploration, development, and production operations on OCS leases.
2. Conducts an in-depth review and evaluation of all EPs, DOCDs, and DPPs to assure regulatory compliance. This is accomplished through a detailed review of the plan for accuracy and completeness, resolution of discrepancies through numerous personal and telephone communication with OCS operators, prepares correspondence to answer inquiries from lessees, operators, and Federal and State agencies.
3. Participates in meetings and conferences with BOEM personnel; Federal, State, and industry representatives; and the general public concerning the implementation of relevant regulations, policies, and requirements of the plan review and approval process. Serves on committees and task forces of such groups.
4. Receives EPs, DPPs, and DOCDs, logs basic plan information into the plans database, and distributes plans to appropriate staff.
5. Communicates with OCS operators, contractors, and other Federal and State Agencies to resolve various technical and procedural problems related to oil and gas operations and the plan review and approval process.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information:
GS-07: $46,696 (Step 1) - $60,703 (Step 10) per annum
GS-09: $57,118 (Step 1) - $74,250 (Step 10) per annum
GS-11: $69,107 (Step 1) - $89,835 (Step 10) per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, applicants must meet A, B, or C defined below for the grade to which you are applying.
GS-7
A. Specialized Experience
To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) using database to input and track oil and gas industry submittals AND
2) utilizing a variety of office software to compose, review and edit a variety of office documents.

OR
B. Education:
One full year of graduate level education related to the position or a Bachelor's degree with superior academic achievement*
OR
C. Combination of Specialized Experience and Education: A combination of education and specialized experience that totals 100% of the requirement for the GS-07 grade level.
GS-9
A. Specialized Experience
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) using database to input and track oil and gas industry submittals;
2) utilizing a variety of office software to compose, review and edit a variety of office documents; AND
3) experience reviewing or assisting in the review of proposed industry plans for exploration, development and production of offshore energy resources.

B. Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
C. Combination of Specialized Experience and Education: A combination of education and specialized experience that totals 100% of the requirement for the GS-09 grade level.
GS-11
A. Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) using database to input and track oil and gas industry submittals;
2) utilizing a variety of office software to compose, review and edit a variety of office documents;
3) conducting in-depth reviews of proposed industry plans for exploration, development and production of offshore energy resources meeting time frames specified by regulation and policy; AND
4) preparing correspondence to answer inquiries from OCS operators, lessees, operators, and/or Federal and State agencies resolving discrepancies regarding plans or plan approvals.

B. Education:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M.; if related

C. Combination of Specialized Experience and Education: A combination of education and specialized experience that totals 100% of the requirement for the GS-11 grade level.
