The primary purpose of this position is to serve as a security specialist, responsible for the management of multiple security disciplines (information, personnel, physical, and industrial) in support of an U.S. Northern Command, Joint Task Force Civil Support and the installation.

Duties

Administers the JTF-CS Command Physical Security Program. Administers the Command Personnel Security Program. Develops and implements plans for tactical SCIFs in support of CBRN consequence management operations. Participates in CBRN Response Enterprise operations.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
  • This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems and a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of Security Forces programs and governing policies, directives, instructions, and procedures. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluates results for the management and completion of programs. Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program. Ability to plan, organize work, and meet deadlines and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
