The primary purpose of this position is to perform non-professional technical work in accomplishing limited design, scientific analysis, measurement, and tests in the evaluation of airborne weapon systems and electronic, electro-mechanical, or electro-optical systems.

Duties

Designs, fabricates, installs, checks and maintains specialized instrumentation systems to measure and record test parameters in a variety of environmental, field, or laboratory conditions. Acts as team leader with overall responsibility for planning, conducting, analyzing results, preparing test/technical reports and physical security of equipment, electronic systems, devices, and techniques in support of airborne electronic warfare and weapons development programs. Provides technical oversight to verify that aircraft instrumentation requirements have been accurately defined for all scheduled test missions being supported. Closely reviews the Daily Mission Support Schedule and provides technical direction to ensure that requested instrumentation configurations are compatible with assigned aircraft and have been properly defined in the preflight work orders. Personally performs and leads supporting technicians in the proper pre- and/or post-mission installation, calibration, and functional status checks of uniquely mounted airborne instrumentation systems in a variety of aircraft, weapon systems, aerial targets and drones.

  • The work requires some physical exertion, such as: long periods of standing; walking and climbing in and around aircraft and equipment; recurring bending, crouching stooping, stretching, climbing, and similar activities.
  • The work requires recurring lifting of items weighing up to 50 pounds and regular visits to aircraft hangars, flight line, construction, test ranges, and other outdoor sites.
  • At outdoor test and flight line sites there is regular and recurring exposure to adverse weather conditions, temperature extremes, high noise levels, and rapid changes in wind shift.
  • The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to design, fabricate, install and maintain specialized instrumentation systems which measure and record test parameters in a variety of environmental, field, or laboratory conditions .. 2. A thorough knowledge of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems and components associated with airborne and ground instrumentation systems. 3. Knowledge of basic electronic concepts and ability to convert theoretical ideas to functional components and systems. 4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems. 5. Ability to use electronic test equipment. 6. Ability to perform calibration and troubleshooting for installed instrumentation systems, including video recording, digital data recording, weapon function monitoring, and other data collection systems. 7. Ability to provide technical leadership to other technicians and support personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
