This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serve as a Senior Management and Program Analyst for the Office of Irregular Warfare and Competition (OIWC), within the Deputy Directorate for Joint Force Integration, Joint Force Development Directorate (J7), Joint Chiefs of Staff. Serves as the focal point for Joint Staff advice and coordination on matters pertaining to Irregular Warfare and competition against state and non-state adversaries globally.
Duties
As a Management and Program Analyst (Irregular Warfare and Competition) at the GS-0343-14 some of your typical work assignments may include:
Serves as a senior analyst responsible to the Chairman of the Joint Chiefs of Staff and the J7 concerning the Joint Force's ability to wage IW and sustain campaigns of strategic competition.
Synchronizes Office of Irregular Warfare and Competition efforts with interorganizational partners to integrate the Joint Force's efforts to compete with adversaries in the competition and irregular warfare spaces.
Takes the principles and constructs developed in the joint publications and provides curriculum for distribution across joint and service educational institutions.
Serves as lead Office of Irregular Warfare and Competition analyst for war games and table top exercises to develop the Joint Force's capability in the Irregular Warfare and competition spaces.
Establishes a data collection plan; collects and evaluates complex and voluminous data including some with conflicting information; analyzes and synthesizes the data/information collected; consolidates results; draws logical conclusions based on in-depth analyses; completes final reports; and makes presentations to senior management that include improvement recommendations.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Manages and assesses a wide variety of issues associated with joint concept, wargaming and seminar programs applying knowledge of senior military development decision-making processes and governance structure (Doctrine, Training, and Education);
Applies a wide range of qualitative and quantitative analytical and evaluation methods to identify and advise senior military management officials on problems and programs within assigned area of responsibility (AOR) using concepts, principles, practices and techniques of program and management analysis;
Provides advice and coordination of senior military matters applying senior military and combatant command structures, regional politico-military issues, and interagency coordination processes;
Applies recommendations and senior military development issues stemming from joint concepts, wargaming and seminar programs utilizing senior military regulations and doctrine
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
