The primary purpose of this position is: To serve as Deputy Chief, Cyber & Non-kinetic Operations Division in the Directorate of Operations at Air Combat Command, sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives.
Duties
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
Serves as the command focal point for Cyber & Non-kinetic Operations.
Leads command-wide cyber and non-kinetic concept development, policy formation, planning, and programming efforts.

- Must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance. Clearance is mandatory to effectively perform the aspects of the job because most duties will be classified.
- This is a Testing Designated Position. The employee is subject to random drug testing, (IAW HQ-USAF letter dated 29 Jan 90).
- This is a key Position. Incumbents must be removed from their military recall status if alternatives for filling this position during an emergency are not available.
- Senior Officer active duty Cyber operations and/or Electronic Warfare experience is highly desirable.
- Joint duty, unit command and/or deployed commander experience is highly desirable and is critical to the successful completion of the work.
- Work may require weekend and/or mid or night shift duties based on national disaster, emergencies or other contingency operations.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to conducting Cyber and Non-kinetic effects and integrating those effects with combat air forces operations; knowledge of mission, roles, functions, organizational structures, and operation of organizations to provide command level staff guidance and/or conduct studies/evaluations to determine deliberate and contingency action planning priorities and publish updated planning guidance documents; and knowledge of a wide range of qualitative methods for the assessment and improvement of plans and programs for conducting joint and coalition operations such as joint force provisioning, conducting join air, cyber and space operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to conducting Cyber and Non-kinetic effects and integrating those effects with combat air forces operations.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies/evaluations to determine deliberate and contingency action planning priorities and publish updated planning guidance documents.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Knowledge of a wide range of qualitative methods for the assessment and improvement of command level plans and programs for conducting joint and coalition operations such as joint force provisioning, conducting joint air, cyber. and space operations, joint fires, Joint/MAJCOM exercises, test and evaluation, requirements management, training, standardization and evaluation (Stan/Eval), and Special Category (SPECAT) or similar operations; Ability to perform planning, programming, budgeting, execution (PPBE) duties to support assigned programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
