The incumbent is an administrative official with responsibilities that reach into all organizational elements of the Service and Medical Facility. They are responsible for developing, implementing and maintaining a formal, comprehensive Quality Assurance program. They are responsible for monitoring compliance of the Sanitation Program, Waste Management, Pest Control, Textile Care Plant, and Linen Section to include (uniforms, scrub suits and other personal protective equipment (PPE).

Duties

Major duties include but are not limited to: Responsible for developing, implementing and maintaining a formal, comprehensive Quality Assurance program. Ensures programs must meet all regulatory requirements, including but not limited to Joint Commission, Occupational Safety Health Administration (OSHA), Center Disease Control (CDC), Office Inspector General (OIG) and quality standards developed by VACO Environmental Program Service. Responsible for monitoring compliance on all aspects of the Sanitation Program, Waste Management, Pest Control, Textile Care Plant, and Linen Section to include (uniforms, scrub suits and other personal protective equipment (PPE). Manages Service Contracts to include pest management, document shredding, and the laundry contingency service plan. Schedules, coordinates, and monitors all aspects of the Service level continuous education; enforces compliance of orientation and monthly training for all employees within the Service to include remedial training as required. Functions as the Service's Contracting Office Representative (COR). Serves as advisor to the Chief, EMS on all matters pertaining to the Service Quality Assurance Program. Supports the guiding principles of the medical center and performs assigned duties in a manner that promotes quality achievement, outstanding customer service, and the maintenance of an environment committed to serving the veteran. Supports the team concept and contributes to team initiatives and continuously strives to improve the effectiveness of the team effort. Works closely with the Chief and Assistant Chief, EMS to assure close coordination of the Environmental Management Service functional activities with the overall medical center mission and function. Serves as Chairperson of the EMS Quality Assurance Committee which involves planning the agenda, developing yearly schedules, planning for the documentation of minutes and maintaining records of all committee functions. Serves as the Service liaison to the Medical Center for all EMS related Environment of Care deficiencies to ensure monitoring and completion of all identified items noted independently and with a multidisciplinary committee. Prepares evaluations and establish monitors for external review, coordinates EMS's input, follows up on multidisciplinary evaluations and reviews patient satisfaction surveys and customer complaints on a recurring basis. Responsible for collecting multiply levels of data for the completion of various reports related to the quality of all EMS related functions. Reviews and analyzes inspection reports relative to the contracts on a weekly basis and prepares written results in various formats to include charts and grafts; recommends corrective action as may be indicated; monitors the Contractors time and attendance records, training records, adherence to established technical procedures and maintenance of contractual frequencies regarding the completion of tasks; collects and analyzes both EMS and Contractor required inspections and report findings to the Assistant Chief. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating, identifying, and resolving administrative and/or budget issues and problems. Experience with procurement and contracting duties/roles in a Contracting Officer Representative position. Analyzing budget requests, performing cost-benefits analysis, program trade-offs and exploring alternate methods of funding. Utilizing Microsoft Office Excel and other database applications to track data, create reports, and formulate expenditures. Designing and conducting special studies of data collection and analysis. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B, if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.].
