The VA Northeast Ohio Healthcare System is recruiting for a Program Analyst (Clinical Practice Manager). The Program Analyst (Clinical Practice Manager) will function in Medicine Service supporting specialty care.

Duties

Clinical Practice Management -Acts as the primary Clinical Practice Manager for assigned clinical section(s); provides cross-coverage for other clinical sections within Medicine as needed -Oversees daily clinical operations, administrative processes and people within the outpatient and inpatient clinic setting for their assigned clinical sections(s) -Evaluates section performance and resources necessary to fully meet the patient care mission of the section -Develops implements and/or directly applies processes, procedures, analytic techniques and educational materials and training -Uses a broad range of local and national administrative, technical and data resources in to evaluate, formulate action plans and shape clinic resources -Attends the internal operations meetings for the assigned clinical section(s) to assess clinical demand and capacity, as well as implementing adjustments in resource deployment as needed -Prepares all data and presentations for monthly access meetings held by the Chief of Staff office for their assigned clinical sections(s) -Prepares for quarterly personnel meetings held by the Chief of Staff Office for their assigned clinical section(s) -Oversees planned and unplanned leave to both clinical and administrative employees to coordinate necessary coverage -Identifies and communicates factors that impact patient demand and access and is expected to make and implement recommendations to mitigate loss in capacity -Recognizes, analyzes, and provides recommendations regarding the need for clinical space, equipment, and people resources to support their assigned clinical section(s) -Directly implements action plans agreed upon in service access and personnel meetings to ensure appropriate patient access, operational efficiency, productivity, and other section goals are met -Enters and manages all clinic profile requests for the assigned clinical sections(s) and ensures clinic profiles are reviewed at least once quarterly for accuracy Data Analysis -Serves as Data Manager for assigned clinical section(s); responsible for, but not limited to, the following data reports, analysis, and organizing of specific process improvements supported by these analyses Pulls and reviews appropriate supply and demand for individual specialties via a variety of VSSC reports or facility-specific or service-specific dashboards Develops backlog reduction plans when access challenges exist by analyzing supply & demand Reviews provider utilization including, but not limited to, used slots, open slots, no shows, overbooks, adjusted utilization and provides corresponding recommendations to clinical section leadership Reviews all labor mapping of providers within the assigned clinical section(s) at least quarterly and ensures accuracy of programming in the DSS system Ensures accurate population and management of labor mapping spreadsheets for the assigned clinical sections, including updating all providers clinic grids, justifications, and new provider deployment Reviews and manages the consult process for the assigned clinical section(s) by closely analyzing deviations above the expected baselines; Reports recurring or persistent consult issues to the respective clinical section chief Generates the daily directive for the assigned clinical section(s), which involves review of new incoming consults and ensuring appropriate assignment to the respective scheduling team Analyzes numerous clinical documentation reports within the assigned clinical section(s), Other reports/data analysis as assigned Technical Guidance/Management -Provides coordination, instruction, and education to Medicine, PCAS, COPS and other VA support staff to ensure that patients receive appointments within expected timeframes -Manages and tracks patients who need to be outsourced for their clinical care, non- VA care as well as the VA Choice program -Coordinates and supports clinical sections through the semi-annual CPE (Continuous Practice Evaluation), Professional Practice Evaluation (PPE) and Focused Professional Practice Evaluation (FPPE) for all providers within the assigned clinical section(s) -Maintains current knowledge and thoroughly understands local, VISN and national policies on data issues that impact the clinical section -Provides technical guidance to the respective section chief -Develops and updates training materials and guidance documents as it pertains to assigned clinical section(s) processes and procedures -Uses a broad range of virtual telecommunication methods as well as face to face meetings, selecting the most effective communication methods to meet clinical section, facility, and agency goals -Performs other duties as assigned Work Schedule: Monday through Friday 8:00 am to 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Data analysis and trending into proper context, knowledge of the mission, organizational structure, workflow, processes, procedures, policies, regulations, and laws covering a variety of activities from medical coding, fiscal accounting, budgeting, personnel management, regulatory compliance and inspection agencies; plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; and, evaluating costs and benefits, presenting options with pros and cons, preparing staffing reports, papers, and responses to internal customers and various other stakeholders, explains technical or other complex information orally. OR. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.
