About the Position: This position is located in the Army Research Laboratory (ARL), Office of the Director, Chief of Staff, Safety and Occupational Health Office in Aberdeen Proving ground, Maryland (MD). ARL is part of the Laboratory Demonstration Project. The position is in pay band DJ-03, Category II. Incumbent is eligible to receive salary levels up to the equivalent of GS-13, Step 10.

Duties

Managing safety and occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents, injuries, mishaps, and occupational illnesses. Manage the respiratory protection program organizational-wide to include training and fit testing. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. In order to qualify for this position, you must possess at least one year of specialized experience which includes: 1. Experience in the development of policies and operating guidance pertaining to Safety and Occupational Health Programs; 2. Experience providing authoritative technical advice in the development of injury and accident prevention techniques; 3. Experience evaluating the effectiveness of Safety programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02 or GS-09 or higher equivalency). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionProgram ManagementSafety and Health Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
