The primary purpose of this position is to serve as the 16th Air Force (16 AF) as a subject matter expert for Standardization and Evaluation with the responsibility to provide and translate authoritative guidance and provide expert technical advice to the staff on all matters related to the operational, intelligence, and training resources required.

Duties

Performs unit reviews to offer technical, operational and consultant advice on all aircrew and cyberspace standardization and evaluation topics. Anticipates, develops, and manages current and future evaluation and standardization requirements in support of Joint/USAF requirements and administrative areas while evaluating and interpreting management, budget, and HHQ policies. Serves as the standardization and evaluation lead offering leadership and direction to blended teams. Primary 16 AF staff officer for standardization and evaluation oversight for validation of operational and training programs.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. Work Statement and Performance Level In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of Knowledge and familiarization with joint military cyber operations, information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), Strategic Communications, and Intelligence, Surveillance and Reconnaissance (ISR), airborne ISR and Electro Magnetic Spectrum Operations concepts, protocols, tactics techniques, and Joint and Service doctrine sufficient to support Air Forces Cyber missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer networking concepts and protocols, cybersecurity and information warfare principles, risk management processes (e.g., methods for assessing and mitigating risk), and network security methodologies. Knowledge and familiarization with joint military cyber operations, information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), Strategic Communications, and Intelligence, Surveillance and Reconnaissance (ISR), airborne ISR and Electro Magnetic Spectrum Operations concepts, protocols, tactics techniques, and Joint and Service doctrine sufficient to support Air Forces Cyber missions. Knowledge of organizational training, operational and standardization/evaluation policies, processes, and procedures. Knowledge of applicable laws, directives, administrative documents, guidance, guidelines, and tactics/tips/procedures to ensure IW/cyber/ISR/EMSO workforce are properly complying with legal and organizational requirements. Ability to leverage best practices and lessons learned of internal/external organizations related to IW/cyber while maintaining control of potentially classified material. Coordinate with internal and external subject matter experts to evaluative methods and techniques, ensure existing qualification standards reflect organizational functional requirements and meet standards in an effort to accurately review/assess IW/cyber workforce/ISR/EMSO effectiveness, recommend ways to improve the effectiveness and efficiency of program operations, and/or qualification standards. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
