The primary purpose of this position is to manage content management for knowledge based systems supporting USSPACECOM programs.
Duties
Plans, organizes, and carries out the activities of the USSPACECOM KM program, ensuring systems comply with legal and regulatory requirements and meet customer needs.
Conducts specialized information research to support USSPACECOM initiatives.
Directs and coordinates knowledge management programs.
Represents the USSPACECOM KM program with a variety of functional area organizations.

- Position is special-sensitive and requires a TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information, intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs.

- Employee may occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft
- Incumbent is required to have minimum certification and education required to meet standards for the primary work role of Knowledge Manager. Failure to comply may result in removal from this position.
- This position has been designated as a Testing Designated Position (TDP). Incumbent must pass initial drug screening and may be selected for random drug testing.
- Position is eligible for telework in a regular and reoccurring or situational status while requiring occasional visits to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed.
- May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods; (2) Applying concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques; (3) Planning, organizing, and carrying out system acceptance testing or projects; (4) Ability to communicate effectively, both orally and in writing, sufficient to formulate advisory opinions and prepare and present recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of IS Directorate functions, policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives, and administrative operations.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge of Knowledge Management (KM) and Customer Relationship Management (CRM) concepts, processes, tools, foundation technologies, methodologies, and best practices.
4. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques.
5. Ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations.
6. Ability to establish and maintain effective working relations that foster cooperation, awareness of individual differences, and teamwork.
7. Knowledge of cybersecurity principles and operational impacts of cybersecurity lapses.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
