About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 21st Signal Brigade, 302nd Signal Battalion, located at Fort Detrick, Maryland.
Duties
Analyze program and budget guidance and instruction from higher headquarters to determine impact on signal operations.
Provide advice and recommendations to staff officials on distribution and allotment and availability of budgetary funds.
Read and interpret regulations and directives impacting on financial operations and coordinate directly with MACOM on implementing changes or additional requirements.
Monitor and track obligations and expenditures throughout the execution phase of the annual operating budget.
Certify the availability of funds in compliance with regulatory requirements.
Formulate and revise annual budget estimates.
Analyze data in terms of accomplishment, versus planned objectives, manpower authorizations and utilization, critical operational programs, items of special interest, corrective actions proposed or taken, and recommendations made.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Detailed knowledge of automated accounting and documenting systems in order to locate and analyze data pertaining to the budget for a variety of substantive programs; knowledge of Army programming cycle to include the use of applicable regulations and policies relating to Program Objective Memorandums (POM) and Command Requirements Validation Board (CRVB); and Skills developing documenting, presenting, executing, and controlling budget plans and programs.
