You will serve as a DOCTRINE ANALYST (MILITARY STANDARDIZATION) in the DOCTRINE DIVISION of NAVY WARFARE DEVELOPMENT.

Duties

You will deal with a broad range of doctrine development activities that often require depth of analysis to solve. You will address administrative matters pertaining to the management of NATO/Allied publications or doctrine to ensure that each publication is kept current and that outdated publications are cancelled. You will manage a significant portion of the U.S. Navy’s responsibilities related to NATO Standardization Agreements (STANAGs) and Allied Publications (APs). You will ensure an appropriate level of U.S. Navy participation in the International Military Standards (IMS) projects and programs. You will coordinate how the standardization agreements (STANAG) will be implemented by the U.S. Navy. You will maintain electronic records of International Military Standards (IMS) documents. You will track development and implementation of all Allied Publications (APs) used by the U.S. Navy. You will engage the Navy communities and coordinate input, staffing, and review of APs with Army, Marine Corps, and Air Force input. You will track the forecast NATO effective date (NED) for allied publications. You will ensure allied publications are reviewed at least bi-annually, and manage timelines and working groups associated with these reviews. You will provide support to NATO working groups, specifically Maritime Operations and Amphibious Operations working groups. You will coordinate foreign disclosure and release requests for allied publications with the Navy International Program Office.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of military doctrine and tactical development processes, including comprehensive knowledge of governing Navy policies, directives, and regulations that apply to the Navy Doctrine Program. Experience applying knowledge of coalition naval operations, NATO and Allied nations naval capabilities, including current fleet structures, levels of command, and standardization of operational and logistical procedures, tactics, and doctrine. Experience applying knowledge of North Atlantic Treaty Organization (NATO), NATO Standardization Agency (NSA) and NATO Standardization Agreements (STANAGS). Experience applying knowledge of naval warfare, such as antisubmarine warfare, surface warfare, fleet air defense, information operations, amphibious warfare, or mine warfare.
