The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.
Duties
The incumbent serves as an administrative officer with the National Indian Gaming Commission (NIGC) Office of the Chief of Staff (OCOS), responsible for providing administrative, clerical, and office automation support utilizing a variety of methods and processes. This position is under the day-to-day direction of the Deputy Chief of Staff within the OCOS. The primary purpose of this position is to ensure that the administrative needs are met in the OCOS office and provide back-up support to the Executive Administrator and Human Resources Coordinator. Incumbent performs complex duties designed to relieve the OCOS of as much administrative detail as possible. The incumbent of the position assists in records and files management and supports the staff in each area of responsibility. Major duties include, but are not limited to:
Manages the office administrative processes and ensures established procedures meet the current needs and are understood and consistently followed by the staff. Reviews, updates, and, as necessary, develops complex administrative office procedures that affect the orderly and efficient flow of work.
Establishes and maintains office files on a wide range of topics; gathers necessary materials from files as needed. Assists with property management and the maintenance of a variety of technical/administrative records, in accordance with the NIGC records management program. As directed, assist in ensuring that records are properly electronically stored in preparation of transfer, dissemination, destruction utilizing proper agency records management policies processes.
Uses office automation systems and various software packages to accomplish work to include tracking and maintenance of agency projects/tasks. Uses knowledge of software utilities (access/word/excel), and function commands to be able to create database reports with given data/ query and search established databases for report generation.
Ensures appropriate arrangements are made for locally scheduled meetings and conferences; prepares agendas; and accurately documents and publishes minutes from scheduled meetings and conferences. Prepares travel orders; makes travel and accommodation arrangements and prepares itinerary as needed.
Exercising maximum tact, diplomacy, and judgment along with a comprehensive knowledge of the OCOS responsibilities, as well as the policies, operations and programs relating to the office, determines which calls or visitors must be directed to the supervisor, which should be referred to other staff members and which can be handled personally.
Serve as action officer/liaison in coordination with the Human Resources Coordinator pertaining to all aspects of personnel management, organization/realignment, organization structuring, position management, etc. Assist in the coordination of all human resources processes and procedures. Duties include but are not limited to personnel actions, staff onboarding and orientation, exit clearance, initiating background checks, PIV card sponsoring and activation, transit benefit program, maintaining staffing plans, position descriptions drafting/update, among other duties.
Communicates orally and in writing with all levels of staff including external high-level officials; maintains effective, positive, constructive relationships with co-workers, customers and Industry stakeholders.
This is a permanent, full-time, position in the Excepted Service. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two-year trial period. Merit promotion procedures do not apply.
The NIGC has determined that the duties of this position are suitable for telework.
Qualifications
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) independently providing administrative support for the full spectrum of an organization's operation and programs, including personnel management, budget and financial program management, contract management and space and office management services; (2) reviewing and providing recommendations for policies and procedures pertaining to a full range of administrative support services for an organization; and (3) serving as point of contact to senior management on administrative matters. Must meet all three.
You may be expected to travel occasionally for meetings, training, and conferences.
