The primary purpose of this position is to advise and coordinate protocol requirements associated with a variety of complex, special activities/events for Fairchild Air Force Base and its associate and tenant organizations, including the 141st Air Refueling Wing, 336th Training Group, and the off-base Personnel Recovery Agency as well as transient units visiting FAFB.
Duties
Provides policy and procedural guidance to the 92 ARW Commander, Vice Commander, Command Chief Master Sergeant, Group Commanders, Squadron Commanders, associate and tenant unit commanders, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, formal military ceremonies, and official social functions and tours.
Ensures proper protocol at Wing, Group, and associate and tenant unit functions.
Performs personnel management responsibilities.
Creates, maintains or monitors protocol database, significant events projections, website calendar, and submits and updates protocol reports and correspondence.
Working knowledge of pertinent budgeting and accounting practices to project, monitor and document expenditures.
Foreign Disclosure Officer.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of Air Force and Command management philosophies, policies, and procedures governing administrative and technical aspects, plus an understanding of how these policies and procedures impact office operations, objectives, and timing of key events in orchestrating, integrating, and synchronizing staff actions, events, and activities involving the Wing Commander.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge and understanding of international, DoD and AF protocol directives, methods, and practices as well as of DoD, Air Staff, MAJCOM, Base and Wing structures and functions in order to advise on and ensure proper treatment afforded distinguished visitors and ranking personnel.
2. Knowledge of both military and civilian methods, practices, and techniques of protocol to function as technical authority to develop and execute protocol requirements. This includes knowledge of various rank structures, customs, political situations, religious preferences, and personal interests of visitors.
3. Skill in analyzing the protocol program to assist in development of new methods/approaches and to assess overall program effectiveness and of pertinent budgeting practices to monitor and document expenditures, and knowledge of automated data processing equipment and internet usage.
4. Knowledge of Fairchild AFB missions, policies, requirements, organizational structures, and key personnel as well as the local community in order to establish/maintain effective working relationships.
5. Ability to work cooperatively with high-level civilian and flag-rank military personnel of diverse backgrounds. This includes the ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
6. Ability to communicate effectively both orally and in writing when seeking solutions to problems or questions by using tact and diplomacy to accomplish work through others and coordinate functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
