The primary purpose of this position is to serve as a JPRA Supervisory Program Manager exercising second
level supervisory and managerial authorities for a specialized survival, evasion, resistance, and escape (SERE)
training program and its subprograms. Manages and administers training operations and exercise support covering a
broad technical training area consisting of diverse subprograms and projects.
Duties
Duty 1: Plans, organizes, and oversees the activities of the Joint Personnel Recovery Agency's Survival, Evasion,
Resistance, and Escape (SERE) training program and its subprograms
Duty 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through
subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or
headquarters.
Duty 3: Conducts research and prepares detailed products to solve complex problem sets. Applies analytical processes,
statistical methods, and the Joint Operations Planning Process in Courses of Action development and decision
making.
Duty 4: Conducts recurring evaluations of program effectiveness and innovative training concepts. Plans, prepares and
conducts analysis and assessments of current and future program needs.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS)
security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- Drug Testing. This position has been designated by the Air Force as a Testing Designated Position (TDP) under
the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug
testing.
- Incumbent may be required to perform TDY (JTR Vol. 2), traveling on regularly scheduled passenger flights on
military or civilian aircraft, in performance of duties.
- Overtime and nonstandard work hours may be required as workload demands.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and understanding of operational survival, evasion, resistance and escape (SERE) tactics, techniques, and procedures; Personnel Recovery (PR) or joint tactics, techniques, and procedures that support the tasks to report,
locate, support, recover, and reintegrate; and national-level capabilities in support of PR operations, and of organization, roles, and functions of the JCS, Combatant Commands, USSOCOM, the interagency community; and customers' personnel, capabilities, and tactics, techniques, and procedures. Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines;
Ability to analyze, plan, and adjust work operations of subordinate programs and subprograms to meet agency requirements and objectives within available resources; and plan, organize, and direct the functions and supervise, mentor, motivate, and appraise program and subprogram staff through subordinate supervisors. Skill and ability in conducting research, analysis, and developing reports with assessments of mission requirements to identify gaps associated with projects/programs and develop/implement solutions, and to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as
work in a professional manner with peers, management, contractors, and other agencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
