The primary purpose of this position is to serve as the Force Support Squadron (FSS) Deputy, sharing with the commander the full scope of responsibility for managing the activities of the organization.

Duties

As deputy to the commander, plans, organizes, and oversees the activities of the Force Support Squadron (FSS). Exercises supervisory personnel management responsibilities. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities. Represents the Force Support Squadron with a variety of installation organizations and outside agencies.

  • PCS and DNRP are authorized (DNRP authorized for CONUS only).

  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • Mobility is a condition of employment. The employee must sign an Air Force-Wide mobility agreement.

  • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must
  • sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from
  • the position and from that point forward whenever the position is filled.
  • Per AF/A1 this position has been designated as a Force Support (FS) Key Career Position (KCP). Due to mandatory mobility requirement, Military Spouse Preference (MSP) and clearance of Program S candidates do not apply.
  • Position is obligated (position is one to which an employee has statutory restoration rights). Selected employee is required to sign agreement acknowledging understanding they may be displaced under RIF procedures at a later time.
  • KEY- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall
  • status if alternatives for filling of the position during a emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301. SPECIALIZED EXPERIENCE: I have at least one full year of specialized experience at the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors) that includes: 1) providing management oversight for activities and serving as a strategic advisor to other senior leaders on issues involved with military and civilian personnel, manpower, and services available to installation personnel.; 2) directing short and long range programs addressing a broad range of Air Force community needs and interests; 3) managing the force development program and identifying training and growth opportunities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel ( civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of Services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. 2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. 3. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs. 4. Knowledge of safety, security, persom1el management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. 5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
