You will serve as a Virtual Training Program Manager (SECURITY AND PROPERTY) in the Fleet/Joint Training Technologies Branch (N72), within the Fleet/Joint Training division (N7) on the staff of Commander, COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the Fleet Forces NCTE Program Manager (Security and Property) for the Navy’s single NCTE program to support the U.S. Navy Live, Vitural, Constructive Training (LVC) integrating architecture and environment. You will provide cyber, personnel, and property security oversight and management of the NCTE Program as executed by Naval Surface Warfare Center (NSWC) Corona. You will provide direct oversight and coordinate the NCTE Cybersecurity Program with the NCTE Corona Information System Security Manager. You will establish and maintain relationship with Fleet training customers and NSWC Corona command staff. You will assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing LVC/NCTE efforts in SAPF. You will coordinate property actions and inventories with NCTE Corona to ensure all requirements are met. You will remain alert to transformational warfighting concepts, changing technologies and establish new contacts and to assess applicability to operational readiness training requirements. You will be recognized as an expert in NCTE cyber, personnel, and property security requirements. You will review and analyze draft documents to provide applicable security requirement inputs concerning live and synthetic Fleet training support by the NCTE on behalf of USFFC N72.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery knowledge, and skill in Fleet/Joint training and the functions of cyber, personnel and property security management in support of the Navy Continuous Training Environment (NCTE) environment is required. Experience and expert comprehensive knowledge of guiding security policy, namely DODM 5205.7 Volumes 1-4, Intelligence Community Directive (ICD) 705, Joint SAP Implementation Guide (JSIG), and other Navy, Missile Defense Agency, and DoD Security Guidance. Experience and expert knowledge of government contracts, development of acquisition strategies and processes and procedures for monitoring contract performance and funding execution. Experience and a thorough knowledge of DoD and DoN organizations, procedures, functions and responsibilities. Experience and demonstrated superior analytical judgment and ability to make sound decisions. Experience and expert knowledge and skill in preparing project papers, executive correspondence, and senior management level briefings/presentations on issues that impact Fleet/Joint training across the DoN. Experience and executive level communication skills to effectively communicate with higher command levels orally and in writing. Due to the significant amount of higher echelon interaction, position must possess a high degree of tact and persuasiveness. Comfortable presenting information to large groups of people with divergent opinions. Experience and expert knowledge of fiscal and acquisition laws and regulations as they impact on Fleet training operations. Experience and expert in use of information technology including word, Excel, and PowerPoint.
