About the Position: Serves as the Health System Specialist for the Soldier Transfer and Regulating Tracking Center (STARTC), and is responsible for the administrative review and coordination of Soldier patient movement between geographical locations under the command with Patient Administration Division (PAD), Directorate of Health Policy and Services (D, HP&S), Headquarters (HQ), United States Army Medical Command (USA MEDCOM).
Duties
Incumbent provides technical and administrative services in a dynamic health care delivery system moving Soldiers from battlefield to tertiary care centers (Medical Treatment Facilities).
Performs the after hour on-call medical mission responsible for monitoring patient flow through daily local reports, answering related questions to patient movement with emphasis on warrior transfers and aeromedical evacuation, on a rotating basis.
Updates multiple data bases with completion of PMR and WT Transfers.
Tracks, projects and reports capability and capacity based on clinical availability, as reported by the WTC Capacity and MTF Capability Report.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel up to 5% of the time.
- Must maintain and obtain Secret security clearance.

Individual Occupational Requirements:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: One year of specialized experience which includes to perform work of considerable difficulty and responsibility along special technical lines in technical or administrative field, requiring considerable specialized training and experience; comprehensive working knowledge of a special and complex subject matter; procedure, or practice, or of the principles of the profession; and to a considerable extent the exercise of independent judgment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: health care administration, business, or public administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07.
